The Next Great Import From West

While many people in the Middle East are asking “who is next?” the real
question is: What is next?
The “what” in this question refers to a great idea to serve as the matrix
of new political thought, to mobilize our energies, to take us out of our
historic impasse, and to turn our societies into makers, rather than
objects of history.
Before we speculate about what this great new idea might be, let us review
some of its predecessors. We have to start from the late 19th and early
20th centuries if only because there were no truly independent Arab
countries before that while Turkey and Iran were moribund empires with
little control over their destiny.
The first great idea to come to us from the West was that of creating a
powerful state, with a standing army, a modern bureaucracy, and, in the
cases of Turkey and Iran, adopting European-style clothes, at least for
the elite. All that was accompanied by some symbols of Western
industrialization such as railways, the telegraph, and, in the case of
Tehran, Istanbul and Cairo, opera houses.
The man most responsible for bringing that great idea to our neck of the
wood was Jamaluddin (who disguised himself as Al-Afghani).
What he did not realize was that the Western model was the fruit of
centuries of development in which Europeans had first defined their
national identity and, then, created modern states to express it. In our
case, in the Middle East, we were putting the cart before the horse:
Creating the state first and then looking for a nation.
Soon, we realised that the “powerful” states we had created, often at the
expense of what was left of our liberties, were not strong enough to
resist the onslaught of Western powers. Some of our leaders acknowledged
that a state not based on a nation was little more than a piece of décor.
Their analysis led to another import from the West: Nationalism. Arabi
Pasha in Egypt, Ataturk in Turkey, Reza Shah in Iran, and Rashid Ali
Gilani in Iraq were some of the representatives of the new trend. They,
too, were doomed to fail if only because there were no European-style
nations in the Middle East. (Our countries were multiethnic remnants of
broken empires.)
Those who realised that no Middle Eastern nation could alone face the
challenges of a world dominated by the West, began to espouse another
import from Europe: Pan-ism. Zaki Arsuzi, Ali Nassereddin and Fatih
Al-Husri developed the idea of pan-Arabism. The Young Turks advanced the
cause of pan-Turkism. Kazemzadeh Iranshahr and Ahmad Kasrvai advocated
pan-Iranism.
When the various “pan-isms” also ended in disaster, both at intellectual
and practical levels, another idea was imported from the West: Socialism.
By the mid-1960s all brands of Western leftism, from Marxist-Leninism to
Castroism and Maoism, were present in our region alongside hybrid
variations like Arab Socialism and Baathism.
The hybrid left won power in a number of Arab countries, notably Egypt,
Syria and Iraq. The Communists seized control of South Yemen. In other
countries the left, though not in power, exerted tremendous intellectual
influence, often using it to impose Stalinist terror against non-left
writers. (In Iran, for example, some of the greatest contemporary poets
were so vilified by the Stalinists that few people were able to read them
until the death of the left in the 1990s.)
From the 1960s another idea was imported from the West into our region:
Islamism.
Since Islam originated in Arabia, the suggestion that Islamism came from
the West may appear paradoxical. It is not. The transformation of religion
into a political ideology is a purely Western idea.
The Islamists believe that the majority of Muslims have ceased to be “
true Muslims” and have to be “remolded” in the crucible of revolution.
This is a typically fascist idea and, like other fascist ideas, turns the
individual into a cipher while putting “the Ummah”, the equivalent of the
German “Volk”, a mere abstraction, at the center of things.
The best-known advocates of Islamism, such as Khomeini, Qutb, and Maudoodi
are, in some cases directly and in others indirectly, more influenced by
Western totalitarian ideologies than by classical Islamic thought. They
are closer to Hobbes, de Maistre and Hegel than to Farabi, Nizam Al-Mulk
and Ibn Khaldun.
All our ideological imports in the past 150 years failed.
The myth of the “powerful state” exploded when, in 1921, the Shah of Iran
was put on British payroll for an annual salary of 5000 pounds while the
Ottoman caliph, branded “the sick man of Europe” decades earlier, was
packing for exile after losing his empire.
Nationalism failed when Gilani’s suicidal plan collapsed. Reza Shah was
forced into exile, and Mussadeq escaped over a ladder into a neighbour’s
garden, still in pyjamas. Nasser died, presumably of a broken heart, after
having led the Egyptians into their greatest defeat in the name of Arab
honor. Saddam Hussein fled, allegedly taking part of the contents of the
Iraqi Central Bank with him. The leftists did no better.
In Iran they became spies and torturers for the Khomeinist regime and in
Iraq played second fiddle to Saddam. In South Yemen they fled to Oman by
hijacking taxis in Hadhramaut at gunpoint.
Need one recall the disastrous record of Islamism: From Zia ul-Haq to
Khomeini, and passing by the Sudanese tragedy? And what about the Taleban
whose contribution to the history of infamy may well be the smashing of
the Bamiyan Buddhas?
Statism, nationalism, pan-ism, leftism, Islamism: All were ideas imported
from the West and twisted beyond recognition. Each wrecked our lives, in
its own way, before we realized it was dangerous for our well-being. So,
what will be our next big import from the West? It is democracy. And there
are attempts already at twisting it beyond recognition by reducing it to
mere electoralism. There can be no democracy without elections. But there
can be elections without democracy.
Suddenly, Iran, where all candidates are approved by non-elected mullas,
who also ignore the decisions of the elected Parliament, is labelled a
“democracy” in Washington. Some of the smaller Gulf states, where doctored
elections are used to increase the powers of the ruling elite, are hailed
in as “new Arab democracies”.
Because of our mimetic tradition, electoralism of one form or another is
likely to spread to most of the region within the decade. We will all
become “democrats” just as, at different points, we had all become
statists, nationalists, pan-ists, leftists and Islamists of one kind or
another. Our democracy could prove to be as fake as our other imports.
Unless we learn the lessons of the past, the next great imported idea
could also fail.
The reason? Once again we may be putting the cart before the horse.
Democracy does not start with elections. It starts with freedom of thought
and expression. It starts with grass-root movements, clubs, associations,
unions, and, eventually, political parties.
For 150 years we have acted like actors, learning a part and playing it in
our fashion, but in the end, reverting to our true self.
Is this not too pessimistic?
Well, one might say that a pessimist is an informed optimist.

The Arab World MUST ADDRESS THE PROBLEMS OF ILLITERACY AND IGNORANCE:

Giving a crowd of DUMMIES THE RIGHT TO VOTE does not guarantee democracy – When this is reality:

Literacy in:

 Algeria in 1998 was estimated at 61.6% (73.9% among males and 49% among females);
 Bahrain's literacy rate was estimated in 1995 at 85.2% (89.1% of males and 79.4% of females);
 Comoros total literacy in 1998 was estimated at 57.3% (64.2% of males and 50.4% of females); while according to 1995 estimates, literacy in
 Djibouti stood at 46.2% (60.3% of men and 32.7% of women).

According to a 1995 estimate, Literacy in:

 Egypt stood at 51.4% (63.6% of men and 38.8% of women-a notable accomplishment indeed after only 4500 YEARS of trying!));
 Iraqi literacy was estimated in 1995 at 58% (70.7% of men and 45% of women);
 Jordan iteracy rate was estimated in 1995 at 86.6% (93.4% among males and 79.4% among females);
 Kuwaiti literacy was estimated in 1995 at 78.6% (82.2% of men and 74.9% of women).
 Lebanon, literacy was estimated in 1997 at 86.4% (90.8% of men and 82.2% of women );
 Libyan literacy was estimated in 1995 as 76.2% (87.9% among males and 63% among females);
 Mauritania, literacy was estimated in 1995 as 37.7% (49.6% of males and 26.3% of females).
 Morocco was estimated in 1995 as 43.7% (56.6% of males and 31% of females)
 Qatar, literacy was estimated in 1995 as 79.4% (79.2% of males and 79.9% of females);
 Saudi Arabia a 1995 estimate put the literacy rate at 62.8% (71.5% among men and 50.2% among women); (they can’t read, but they DO KNOW HOW TO COUNT MONEY!)
 Somalia, a 1990 estimate put total literacy at 24% (36% of males and 14% of females).

 According to a 1995 estimate, literacy in

 Sudan stood at 46.1% (57.7% of males and 34.6% of females);
 Syria, a 1997 estimate put the literacy rate at 70.8% (85.7% of men and 55.8% of women);
 Tunisia a 1995 estimate said the literacy rate was 66.7% (78.6% of men and 54.6% of women).
 United Arab Emirates was estimated in 1995 as 79.2% (78.9% among males and 79.8% among females);
 Yemen, a 1990 estimate put the literacy rate at 38% (53% of men and 26% of women).”

Figures for the Palesinian territories and Oman were not available. (as of Dec 2002, Adult Male Literacy in Palestine was 39.4%) - yes, and with those kids you see on TV throwing stones and molotov cocktails at Israeli soldiers the “Drop out rate” and illiteracy are as high as 85%)

Literacy Statistics? The above looks more like something out of a “History of Europe in the Middle Ages”! (the statistics are FROM ARABNEWS.COM)

Now the poor and destitute nations that we all know about such as Somalia and Yemen are no great surprise but it appears that SOMETHING SMELLS HERE no?

Note very carefully the wide discrepancies in the above data:with a “high” of –

 Jordan, literacy rate was estimated in 1995 at 86.6% (93.4% among males and 79.4% among females);

Down to:

 Somalia, a 1990 estimate put total literacy at 24% (36% of males and 14% of females).

You only wind up with a situation like the IGNORANAMI OF ISLAM SUCH AS THE TALIBAN (The State Department’s employees used to refer to them as the “Village Idiots”) CONTROL THINGS –

THE BLIND LEADING THE BLIND, DEAF AND DUMB!

And the Arabs have to face some COLD HARD FACTS ABOUT ILLITERACY – AND STOP HIDING IT FROM THE WORLD – ARABS, JEWS, AMERICANS, ARMENIANS, AUSTRAILIANS, AND EVEN ESKIMOS ALL GET NOWEHRE WITHOUT AN EDUCATION FOR ALL OF THEIR PEOPLE.

SO FACE THE FACTS BOYS AND GIRLS –

LEARN HOW TO READ!

On one hand he critisizes Muslims not knowing anything about Islam and Muslims just on basis on his mere illusions and on the other hand he is sending friendship proposals to girls pretending to be "ABDUL" and a lot more he is doing and still he will do extra rubbish.

The Saga of a TypeWriter Commando

On this holiday which marks the beginning of summer we pause to remember our fallen soldiers, sailors, marines and military personnel who have sacrificed their all so they we in the USA may enjoy the freedoms and the privilege of being the:

GREATEST NATION IN WORLD HISTORY!

But we owe that greatness to the men and women of our Armed Forces who have so valiantly defended our precious freedoms.

I¡¦d like to remember just one since he was not only the bravest man on earth but also my best friend: my father ¡V

b. 1914-d. 1989

My father grew up in the Depression and literally paid his own high school tuition by working delivering groceries after school. By 1936 he had finally landed a decent job at the now defunct Richeimmer Coffee Company in Chicago ¡V the founder, Rich Richeimmer was a German Jew (who had started the company by selling coffee out of a shopping cart on Maxwell Street in the 1920¡¦s) who was impressed with his bookkeeping skills and offered him a job. (Germans, Poles, Irish, Italians and Jews stick together in the Windy City).

My father went to Mass on December 7, 1941 since it was a Sunday and all of us Good Catholics never miss Sunday services. He lived a half block from church, and when he got back (around 7:35 A.M) the radio reports were beginning to report the details of the Dastardly Japanese attack on Pearl Harbor.

Most people in 1941 had no idea at all as to where this ¡§Pearl Harbor¡¨ was and had even less of an idea about the South Pacific and Hawaii. President Roosevelt had been meeting with the Japanese Ambassador in Washington so any war ¡¥jitters¡¨ were at ease. FDR knew that the US would have to stop Hitler sooner or later and had been helping the Brits out with the Lend-Lease shipments of arms already so everyone knew that a conflict would be unavoidable. Japan however seemed to be under control.

The USA had just recovered from a Depression that was unequalled in history and no one was in the mood to pour our new found money and security into what was seen as ¡§Europe¡¦s Problem¡¨. Many Americans, my grandparents amongst them (on both sides) were from Germany, had family there and also knew what nasty and mean folks the Duetschmen could; be especially when they had a few beers. (my grandfather was a regular at the Wicker Park Police Station on the weekend where he was often picked up for fighting ¡V Germans have an awful temper) About all we knew was that Germany was expanding it¡¦s territory but that was considered quite normal for Germans ¡V most here in the US still recalled the Kaiser and Bismark and cheered German victories over their neighbors to the East (they regarded the Slavs and the Russians as little better than swine). Thus there was little appetite for a war in Europe.

Throughout the day of Dec 7, 1941 the radio reported what was available ¡V but remember that CNN did not exist, there were no satellites for global communication, there was no internet and what information could be gleaned was sketchy at best. Irregardless people were stunned and our church held a special prayer rosary service that night.

The next day FDR gave his famous ¡§Day of Infamy¡¨ Speech and the nation was glued to their radios ¡V and then we knew we were AT WAR WITH THE EMPIRE OF JAPAN. Most folks don¡¦t know that Roosevelt was in a wheel chair and could no longer walk ¡V and we thank God he was our President.

All most folks knew about Japs was they had buck teeth, wore thick glasses, ate lots of rice, smelled like fish and could not pronounce their ¡§r¡¦s¡¨ so we were pretty confused and frightened at the thought of these strange funny folks who had killed thousands of US Troops. But the USA is at our best when it¡¦s TIME TO FIGHT FOR WHAT IS RIGHT so we put our fears away, sucked in our gut and got TO WORK! I recall my parents telling me that:

Americans were Scared
Americans were Confused

But more of all:

AMERICANS WERE ANGRY AND UNITED!

My father was drafted in November of 1941 and by January of 1942 was stationed with the Army Quartermaster Corps at 39th and Ashland (in what is now the Chicago Board of Education HQ). Since he types 90 wpm he was in the office and was charged with keeping track of supplies for the US Army in the Middle United States. My first teaching job was for Chicago City Wide College in those same buildings, and if you ever wonder why those freight elevators are AS HUGE AS THEY ARE it is because tanks and heavy artillery was stored in those massive warehouses. He was there for a year.

In 1943 my dad was shipped out to Camp Callan, California and promoted to Staff Sergeant along with becoming a member of G-2 which was Army Intelligence at this time. During this time there was a REAL FEAR of a Jap sea-borne attack on the West Coast and he spent many nights as did so many more sleeping on the California Coast line awaiting a feared Japanese attack that fortunately never came. (they decided that invading the US through the Aleutian Islands off Alaska was best and were defeated there)

In 1944 my father was shipped to New Guinea, then Australia, and finally to the Philippines. He was four landing crafts behind Gen. Douglas MacArthur when they landed in the bay. My father was a valued soldier and Mac offered him a Warrant Officer promotion if he would go with him to civilize the Japs in the occupation ¡V my parents were married in 1942 and my dad turned the General¡¦s kind offer down.

By December of 1945 he was shipped home and arriving back at his mother¡¦s house he knocked unexpectedly on the door. She answered, startled and exclaimed, ¡§Oh, we DID NOT THINK YOU WERE COMING HOME!¡¨ ¡V he used to always laugh that folks figured the Soldiers would just be killed.

My uncle was with Patton in the ¡§Battle of the Bulge¡¨ and as a captain saw many die at the hands of the Nazis. Neither recount the awful inhumanity and cruelty that we saw in WWII, Korea, Viet Nam, Iraq and have seen witnessed in the wild beasts of Asia that take human form.

On this holiday which marks the beginning of summer we pause to remember our fallen soldiers, sailors, marines and military personnel who have sacrificed their all so they we in the USA may enjoy the freedoms and the privilege of being the:

GREATEST NATION IN WORLD HISTORY!

But we owe that greatness to the men and women of our Armed Forces who have so valiantly defended our precious freedoms.

I¡¦d like to remember just one since he was not only the bravest man on earth but also my best friend: my father ¡V

George M Weinert Jr
b. 1914-d. 1989

My father grew up in the Depression and literally paid his own high school tuition by working delivering groceries after school. By 1936 he had finally landed a decent job at the now defunct Richeimmer Coffee Company in Chicago ¡V the founder, Rich Richeimmer was a German Jew (who had started the company by selling coffee out of a shopping cart on Maxwell Street in the 1920¡¦s) who was impressed with his bookkeeping skills and offered him a job. (Germans, Poles, Irish, Italians and Jews stick together in the Windy City).

My father went to Mass on December 7, 1941 since it was a Sunday and all of us Good Catholics never miss Sunday services. He lived a half block from church, and when he got back (around 7:35 A.M) the radio reports were beginning to report the details of the Dastardly Japanese attack on Pearl Harbor.

Most people in 1941 had no idea at all as to where this ¡§Pearl Harbor¡¨ was and had even less of an idea about the South Pacific and Hawaii. President Roosevelt had been meeting with the Japanese Ambassador in Washington so any war ¡¥jitters¡¨ were at ease. FDR knew that the US would have to stop Hitler sooner or later and had been helping the Brits out with the Lend-Lease shipments of arms already so everyone knew that a conflict would be unavoidable. Japan however seemed to be under control.

The USA had just recovered from a Depression that was unequalled in history and no one was in the mood to pour our new found money and security into what was seen as ¡§Europe¡¦s Problem¡¨. Many Americans, my grandparents amongst them (on both sides) were from Germany, had family there and also knew what nasty and mean folks the Duetschmen could; be especially when they had a few beers. (my grandfather was a regular at the Wicker Park Police Station on the weekend where he was often picked up for fighting ¡V Germans have an awful temper) About all we knew was that Germany was expanding it¡¦s territory but that was considered quite normal for Germans ¡V most here in the US still recalled the Kaiser and Bismark and cheered German victories over their neighbors to the East (they regarded the Slavs and the Russians as little better than swine). Thus there was little appetite for a war in Europe.

Throughout the day of Dec 7, 1941 the radio reported what was available ¡V but remember that CNN did not exist, there were no satellites for global communication, there was no internet and what information could be gleaned was sketchy at best. Irregardless people were stunned and our church held a special prayer rosary service that night.

The next day FDR gave his famous ¡§Day of Infamy¡¨ Speech and the nation was glued to their radios ¡V and then we knew we were AT WAR WITH THE EMPIRE OF JAPAN. Most folks don¡¦t know that Roosevelt was in a wheel chair and could no longer walk ¡V and we thank God he was our President.

All most folks knew about Japs was they had buck teeth, wore thick glasses, ate lots of rice, smelled like fish and could not pronounce their ¡§r¡¦s¡¨ so we were pretty confused and frightened at the thought of these strange funny folks who had killed thousands of US Troops. But the USA is at our best when it¡¦s TIME TO FIGHT FOR WHAT IS RIGHT so we put our fears away, sucked in our gut and got TO WORK! I recall my parents telling me that:

Americans were Scared
Americans were Confused

But more of all:

AMERICANS WERE ANGRY AND UNITED!

My father was drafted in November of 1941 and by January of 1942 was stationed with the Army Quartermaster Corps at 39th and Ashland (in what is now the Chicago Board of Education HQ). Since he types 90 wpm he was in the office and was charged with keeping track of supplies for the US Army in the Middle United States. My first teaching job was for Chicago City Wide College in those same buildings, and if you ever wonder why those freight elevators are AS HUGE AS THEY ARE it is because tanks and heavy artillery was stored in those massive warehouses. He was there for a year.

In 1943 my dad was shipped out to Camp Callan, California and promoted to Staff Sergeant along with becoming a member of G-2 which was Army Intelligence at this time. During this time there was a REAL FEAR of a Jap sea-borne attack on the West Coast and he spent many nights as did so many more sleeping on the California Coast line awaiting a feared Japanese attack that fortunately never came. (they decided that invading the US through the Aleutian Islands off Alaska was best and were defeated there)

In 1944 my father was shipped to New Guinea, then Australia, and finally to the Philippines. He was four landing crafts behind Gen. Douglas MacArthur when they landed in the bay. OSAMA BIN LADEN:
AN ENEMY OF ISLAM

Bin Laden has become a significant moral challenge to Muslims. His
alleged association with the perpetrators of 9/11 attacks raises a
major question about the relationship between Islam and terrorism. If he is
guilty then he incriminates the faith of Islam by using it as a
motivation and justification for his actions. If he is innocent, then
why is he such a big hero?

If Bin Laden is not guilty of the embassy bombings, of the attack on
USS Cole and the attack on America then why do some Muslims admire
him?

Bin Laden has become a symbol of resistance and empowerment to a
community deprived of freedom and opportunities for
self-determination He is a hero to a community that has long got used to living with an
overwhelming sense of helplessness. He is a promise that even the
weak and the hopeless can strike back.

If my understanding of why Bin Laden is a hero is correct then it
Means that his charisma is dependent on Muslim acceptance that he is indeed
responsible for the various attacks against the US, regardless of the
availability of evidence. He is a hero because some Muslims believe
tha he indeed pulled of all those spectacular attacks against the world's
sole superpower.

His heroism and his popularity in the Muslim world
is an indictment of him as a terrorist and his supporters as supporters
of terrorism.

But Muslims, without any reservations, have condemned the attacks of
Sept. 11th as morally reprehensible and unjustifiable. Prominent
member of the Ulema have also established the unIslamic character of the
9/11 attacks. All Muslims agree that terrorism is unIslamic and deplorable
and the perpetrators must be punished to the fullest extent of the law.
Bin Laden has denied any connections to the attacks and many Muslims
believe that he is really innocent and are critical of the American
establishment for not providing conclusive evidence against Bin
Laden before launching a war against Afghanistan.

How are non-Muslims, unsympathetic to the "conditions that engender
violence" supposed to interpret Muslim condemnation of the attacks
and Muslim hero worship of Binladen? How can Muslims condemn terrorism
without also condemning terrorists?

How US media and authorities resolve this dilemma of, Muslim
condemnation of the attacks and simultaneous support for Bin Laden,
will determine the future relations not only between the US and Muslim
nations, but also between mainstream America and American Muslims.

As long as Muslims hesitate to condemn Bin Laden they will be seen
As supporters of terrorism.

This issue has also become a test of Muslim loyalties to America.
When and if the FBI and company do produce
conclusive evidence against Bin Laden, Muslim condemnation of the man
will be meaningless. As of now many Muslims, including some leaders
who have no conclusive evidence of Bin Laden's innocence have chosen to
err on the side of Bin Laden and not America. This may make them popular
in some pockets of the Muslim community, but it also makes them suspect
in American mainstream.

It baffles the mind to watch American Muslim leaders waffle over
condemning Bin Laden as a terrorist who is misappropriating Islamic
Ideals and incriminating Islam in his campaign of terror. This man
Has undermined decades of hard work by these very same leaders to make
Islam more acceptable in America. The shadow of Bin Laden now looms large
On the decades of efforts by these same leaders at building bridges
With other faith-based communities. The issue of condemnation stands
Clearly between American Muslims and the American government. Rather than
perceiving American Muslims as a national asset and source for
diplomatic expertise that can be deployed in defence of American
interests, the establishment sees American Muslims as potential
suspects, because they are not confident about where Muslim
sympathies lie.

The only reason why there is no explicit condemnation of Bin Laden
By major Muslim organizations, who have recently condemned American
Bombing of Afghanistan, is perhaps their fear of losing support with the
constituency that they seek to serve. They fear that if they condemn
him, even as a matter of self/public interest (maslaha in Islamic
law) they will be perceived as taking sides with America in this war
between America and Islam.

We Muslims have to realize two important things; Bin Laden and his
tactics, no matter how just his causes, are detrimental to Muslims
as well as to the image of Islam.

The present suffering of the Afghan people is a direct consequence of their association and support for BinLaden.

Secondly, we cannot hide behind the issue of evidence and
Hedge about condemning those who murder innocent people, in direct
Violation of Islamic teachings.

When we say that there is no evidence against Bin Laden, what we
Really mean is that there isn't enough to meet the legal standards of
American and western jurisprudence. Since when have Bin Laden and Taliban
Become subscribers of the Bill of rights and amendment 14 (due process) of
The US constitution? Just take a look at the way in which Taliban's
Courts have meted out justice in the last five years. The video tapes in
Which Bin Laden says that he supports those who attack the US, the fatwa's
declaring war on the US, his promise of more such attacks, alone should
be sufficient to hang him according to the legal practices of the Taliban, and for that matter other Middle Eastern regimes which are notorious for their kangaroo courts.

Bin Laden supports the Taliban and he deserves only what they can
offer. Hang him to the soccer goal post, where the Taliban have hanged many
in the recent past using their medieval techniques of law enforcement.
Let's assume for the sake of argument that Bin Laden has nothing to
Do with 9/11. This man is still guilty of the following acts:

„h He has blasphemed Islam (by following Wahabism and the Ikhwan (Islamic
brotherhood)).
„h He has used its sacred principles to incite murder and
mayhem.
„h He has declared war on the US and called on all Muslims to
murder Americans making Muslims targets for retaliatory attacks.
He has exposed millions of Afghans to war, starvation and misery to save his
own skin. If he were a hero, he would have surrendered. Not because
he was guilty, but to save poor innocent Muslims from the ravages of
war.
„h He has attacked the moral fabric of Muslim life by glorifying
terrorism.
„h He is trying to embroil the Muslim Ummah in a global war of death and
destruction by calling the American war on Bin Laden as a war on
Islam.
„h His use of Islamic values have made Muslims look like terrorists and
In most parts of the world people are associating Islam with violence
And Muslims with terror. This man does not have the interest of Islam or
Muslims at heart.

He is an enemy of Islam and Muslims and should be treated as such.

It is time Muslim scholars and leaders fulfilled their Islamic duty
(Quran 11:116) and condemned Bin Laden for what he is, and rescued
not only Islam but also our misguided youth from the clutches of this
mischief monger.

Development Fund and the Arab Fund for Economic and Social Development
points to the pitiable state of backwardness prevailing in the region. The
report presents a depressing reality that we cannot blame others for. Nor
can it be dismissed as a propaganda gimmick by our 'enemies'. The report
is the outcome of 30 Arab researchers¡¦ effort for over a year. It portrays
the real picture of 22 Arab countries with more than 280 million
people.The figures supplied by the report speak for themselves, painting
vivid picture of the wretchedness of the people in Arab countries.

The causes of Arab underdevelopment identified in the report are lack of freedom, marginal participation of women in public life and educational
backwardness.Arab people enjoy the least amount of freedom compared to any other region in the world ¡X less than even the countries bordering southern Sahara.

Civil rights are mostly ignored though they are incorporated in
constitutions and legislations in those countries. There are several
impediments for the free functioning of the agencies that are supposed to
ensure these rights. Arab women get the least opportunity to participate
in the economic and political activities compared to any other place in
the world.

The level of education among Arab women is the lowest in the
world. More than 50 percent of them are illiterate. One of the most
alarming facts revealed by the report is the backwardness of Arabs in the
field of science. The level of education in the region is falling while
the per capita spending on scientific research and development is the
lowest in the world. In 1996, it was 0.4 percent of the GNP which is
one-third of what Cuba spent on scientific research. In 1994, Israel
allocated 6.35 percent for the GNP for research programs while in Japan it
was 6.9 percent. Naturally, the educational backwardness increases the
rate of illiteracy among Arabs. More than 65 million people, which
accounts for 43 percent of the Arab population, are illiterate.

Only 0.5 percent of Arabs have access to the Internet. It is also the lowest in the world.
The total number of translated works to Arabic in the last 10 centuries is
the same as the number of books translated in one year to Spanish. The
pitiful number of 220 books translated to Arabic annually is only
one-fifth of the works translated to Greek every year, while the Arab
population is 28 times the size of the Greek population. The state of Arab
economy is deeply disturbing. The average economic growth in the last 20
years is not more than 0.5 percent. At this rate, it will take 140 years
to double the capital investments in these countries while it will take
only 10 years in most other parts in the world. Though oil-rich nations
form part of the Arab region, the net domestic product in 1999 was less
than 11 percent of Spain, which has only one-seventh population of Arab
countries. Even if sufficient allowance is made for the shortcomings and
exaggerations that might have affected the figures in the report, it would
not change the picture radically.

We have to admit that the situation is really bad. We should counter the challenge by looking for the causes and then struggling for the solutions. This is a responsibility to be shared by all Arabs. There should be a political will to change, and governments, people and organizations should cooperate wholeheartedly to lift the Arab world from the depth it now find itself in.

Yes THE SITUATION IS INDEED ¡§REALLY BAD¡¨. But looking for answers by cloaking a society in the comforting but USELESS garb of ¡§Islam¡¨ as Iran and Afghanistan have done leads backward only. While the familiarity of this ancient religion provides spiritual comfort it¡¦s societal and economic benefits to promote modernity are nil and in fact counter-productive.

Addressing the problems of:

„h Illiteracy
„h Education
„h Poverty
„h Unemployment
„h Democratization
„h Modernization

Constitute a seemingly overwhelming set of mazes indeed but if these issues are approached and dealt with ONE AT A TIME the can be solved. But in order to EVEN BEGIN to deal with them, the nefarious idea of a ¡¥solution¡¦ must be put on the shelf for a few decades:

„h Islam is NOT the Solution to all of these ills ¡V that has been proven
„h Socialism is also not a panacea and the experiments of the 1950¡¦s-1970¡¦s attest to that
„h Dictatorships and Military governments create more problems than they solve ¡V those remaining are in their last stages
„h The atavistic oligarchies that remain can also see the writing on the wall and know that significant changes must be made for their survival

Now that we have eliminated these other societal systems we must look to the ONE SYSTEM that has not been given a chance in the Arab Street:

DEMOCRACY

And the truly maddening thing about this system of governance is that it may SEEM to create far, far more difficulties than it solves ¡V most acutely in the formative stages. But it is well worth it in the long run ¡V A REAL DEMOCRACY IS THE ONLY REAL SOLUTION FOR THE ARAB WORLD!


But it¡¦s the MOST DIFFICULT SYSTEM THERE IS: FOR IT TAKES A LOT OF HARD WORK.

The Arab world has to come to grips with a few realities:

„h Any Idiot can blow himself up
„h Any ILLITERATE MORON can be fodder for ¡§Jihad¡¨
„h Any coward can hide behind ¡§Islam¡¨ and waste their life away
(and no one really cares about them ¡V In fact we laugh at these guys)

In order for Dar-al-Salaam to solve their problems they must:

„h Go to school every day (even when you¡¦re too tired)
„h Get a good education (if the schools are not good enough get new ones)
„h Get a job (any kind ¡V you work your way up the ladder)
„h Go to work every day (the hardest part)
„h Get a good government and if they don¡¦t do a good job, throw the bums out and elect new ones (it¡¦s your money, your life)
„h Get a grip on reality and join the rest of the world in the 21st century
(we want to help not hurt)

But it¡¦s REALLY HARD and REALLY DISCOURAGING AT TIMES:

Many times you will be so DAMNED TIRED and SO DISCOURAGED that you¡¦re ready to quit and look for some easy answers:

THEY ARE NOT THERE!

It takes a LOT OF GUTS TO WORK, BUILD, STRUGGLE and SUCCEED!

But this is your ¡§Jihad¡¨ ¡V and you don¡¦t even need a gun for it.

Have you got the guts it takes to fight and win it?

We in the USA did and we DO IT EVERY DAY ¡V COME JOIN US.

safety and happiness. Government exists for the interests of the governed,

Several years ago when I was trying to get a job here, I discovered that
what I had studied for my master’s degree was a largely unknown subject.
Consequently I found it hard to explain what was meant by Reading
Management which is, basically strategies and means to help people
understand what they read. There are people who refuse to read not because
they don’t want to read but because of some impairment in their ability to
read, dyslexia being a common one.
One of my professors in fact compared the pain of dyslexia to that of
someone compelled to wear a shoe that is too small and walk non-stop for
hours. According to a famous educational scientist, man is by nature
inquisitive and hungry for knowledge. A baby learns about the external
world by tasting and touching. Gradually other senses come into play,
opening new horizons which lead to more learning. As the baby grows, he or
she learns that reading is the only key to the bottomless sea of
knowledge. All of us therefore strive hard to learn to read; some people,
unfortunately cannot develop the habit of reading for reasons beyond their
control.
Two years ago I did a study on reading habits at a women’s training
center. The results were amazing. More than 41 percent of the women during
their training never borrowed books from the library and 70 percent read
only textbooks and other assigned material. I learned also that 66 percent
of the readers read only general subjects in women’s magazines though 71.6
percent of the women said they believed that reading was for pleasure.
I will never forget the comment of an American colleague after reading my
findings; she said that at one time during their history, the Arabs were
reading to learn but in the present day, they were simply learning to
read. I was further shocked by a recent Lebanese newspaper report that
Arabs read an average of seven minutes in a year. There is no mistake —
this is not a daily, weekly or monthly average but the time spent reading
in one full year. Not all of them could possibly be suffering from
dyslexia which afflicts only 4 to 10 percent in any society. The problem
is further worsened by 65 million illiterate women in the Arab world. What
is the excuse for such ignorance and illiteracy among a people whose first
revealed religious command was 'Read'?
I feel as if my degree is irrelevant in such a situation. Is it reasonable
to teach a people who do not know about books and who have in fact
abandoned them? The cause of the flight of these people from books needs
another detailed study. I find the view of one Arab writer worthy of
attention; he said the strongest love story in human history is man’s
passion for books. It is an eternal love.
Each generation strengthens and enriches it and makes the pleasure of
reading superior to all others. In fact the passion for books surpasses
all other passions as it springs from the instinct to satisfy curiosity.
This curiosity is motivated by a sincere desire to create a better life on
earth.


And the answer is three fold:

1) Because “Islamic” Education does not put a heavy emphasis on basic literacy. It is not the fault of any one system, we did here in the US for far too long: we just ‘assumed’ that our primary literacy instruction was working. Then, around the 1960’s or so we began to find out that more than half of our high school graduates could NOT READ AT A THIRD GRADE LEVEL. So we launched massive, nation-wide efforts in all of our Public and Private schools to change that awful fact – and they have been highly successful. But you’ve got to face up to it: MEMORIZING VERSES FROM THE KORAN DOES NOT TEACH KIDS HOW TO READ.

2) Because far too many adults that are “Functionally Illiterate” (which means that they do not read at a level corresponding to their age) are ashamed to admit it and most live their entire lives suffering with a reading handicap and thus never know the joys of a good library.

3) Because changing this requires a huge FUNDAMENTAL SHIFT IN EDUCATIONAL PRIORITIES. There IS NO SUBJECT MORE IMPORTANT THAN READING (writing goes hand in hand) and must be placed as a NUMBER ONE objective In primary education. Learning and Behavior Disorders, along with real physical handicaps must be diagnosed and dealt with but it is well worth the time and effort.

The above also touches on Remedial Reading for Adults which, if approached properly can prove highly beneficial for all concerned.

AT CPS we place a VERY HIGH PRIORITY ON READING and devote at times as much as 75% of the school day to the teaching of basic literacy skills.

Reading opens the Doors to World’s that we would never know any other way and must be a NUMBER ONE PRIORITY FOR ANY NATION WISHING TO SUCCEED.

A recent report on the Arab world prepared by the United Nations
Development Fund and the Arab Fund for Economic and Social Development
points to the pitiable state of backwardness prevailing in the region. The
report presents a depressing reality that we cannot blame others for. Nor
can it be dismissed as a propaganda gimmick by our 'enemies'. The report
is the outcome of 30 Arab researchers¡¦ effort for over a year. It portrays
the real picture of 22 Arab countries with more than 280 million
people.The figures supplied by the report speak for themselves, painting
vivid picture of the wretchedness of the people in Arab countries.

The causes of Arab underdevelopment identified in the report are lack of freedom, marginal participation of women in public life and educational
backwardness.Arab people enjoy the least amount of freedom compared to any other region in the world ¡X less than even the countries bordering southern Sahara.

Civil rights are mostly ignored though they are incorporated in
constitutions and legislations in those countries. There are several
impediments for the free functioning of the agencies that are supposed to
ensure these rights. Arab women get the least opportunity to participate
in the economic and political activities compared to any other place in
the world.

The level of education among Arab women is the lowest in the
world. More than 50 percent of them are illiterate. One of the most
alarming facts revealed by the report is the backwardness of Arabs in the
field of science. The level of education in the region is falling while
the per capita spending on scientific research and development is the
lowest in the world. In 1996, it was 0.4 percent of the GNP which is

Well, I¡¦m a Neo-Conservative and a Christian(Roman Catholic) too so I¡¦ll respond:

1.) And here we run head on into the fight for primogeniture in the Holy Land. A few facts of history:

„h God gave this land to Abraham and his descendants (Genesis CH. 12)
„h God re-affirmed these promises to Moses in the book of Exodus
„h God again renewed these promises In the book of Joshua

The written record of these events first appeared about 950 BC in the first drafts of the Torah of the Hebrew Bible with the scribes of King Solomon.

These written deeds survive in the reproductions of these documents we use to this very day.

„h The Jewish Scriptures were codified and assembled in the 2nd century AD using these same documents
„h The Christian Bible was assembled in the mid 4th century with these same documents and the addition of the New Testament
„h The Koran was not put into written form until the middle of the 9th century.

If court of law were to examine this matter the obvious owners of the deed are Abraham, Moses and Joshua. The Arabs living on this same land must be regarded as squatters who have been trespassing for approximately 5,000 years.

If the original boundaries given in scripture are followed then the populaces of Jordan, Syria, Iraq, Lebanon and half of Saudi Arabia are on these land illegally and they should be grateful they are allowed to stay. However the tiny slice that is now Israel is all that is required.

Perhaps some do not like this legal reality:

Burgeoned. When we defeated the Soviet Union in the 1990¡¦s we began the same process with Eastern Europe and Part of Central Asia. So before charges or ¡§Domination¡¨ begin to surface PLEASE EXAMINE THESE COUNTIRES.

As long as folks like bin Laden, the Terrorists groups, ¡¥regimes¡¦ like (the former) Iraq, Syria, Iran, North Korea and a few more remain we shall continue to maintain the world¡¦s mightiest military machine.

In a few months, when ALL AMERICAN MILITARY PROTECTION IS GONE and IRAQ PROVIDES ALL THE OIL we are gonna dump Saudi Arabia (like the proverbial hot potato) and this Myopic Kingdom will be on their own with al-Qaeda and the Terrorists ¡V GOOD LUCK!

The House of Saud has never maintained a strong military out of fear that it would turn on them and has relied on the USA ¡V so rest assured that you¡¦ll be In our prayers guys.

DRUGS AND TERRORISM: A NEW PERSPECTIVE
SEPTEMBER 2002


Introduction
Prior to September 11, 2001, drug trafficking and terrorist activities
were usually addressed by the law enforcement community as separate
issues. In the wake of the terrorist attacks in New York City, Washington,
DC, and Pennsylvania, the public now perceives these two criminal
activities as intertwined. For the Drug Enforcement Administration (DEA),
investigating the link between drugs and terrorism has taken on renewed
importance.

Throughout history, various aspects of the criminal world have been linked
together, such as drug traffickers with connections to illegal gambling,
prostitution, and arms dealing. Perhaps the most recognizable illustration
of this linkage is the expansion of the Italian Mafia in the United States
during the early 20th century. The links between various aspects of the
criminal world are evident because those who use illicit activities to
further or fund their lifestyle, cause, or well-being often interact with
others involved in various illicit activities. For example, organizations
that launder money for drug traffickers also launder money for arms
traffickers, terrorists, etc. The link between drugs and terrorism is not
a new phenomenon.

Globalization has made the world a smaller place, changing the face of
both legitimate and illegitimate enterprise. Criminals, by exploiting
advances in technology, finance, communications, and transportation in
pursuit of their illegal endeavors, have become criminal entrepreneurs.
Perhaps the most alarming aspect of this “entrepreneurial” style of crime
is the intricate manner in which drugs and terrorism may be intermingled.
Since September 11th , the public’s image of terrorism is magnified. Not
only is the proliferation of illegal drugs preceived as a danger, but also
the proceeds from drugs are among the sources for funding for other
criminal activities, including terrorism.

Narco-Terrorism
The nexus between drugs and violence is not new; in fact, it is as old as
drug abuse itself. The mind-altering strength of drugs has always had the
power to create violence, but there is another kind of connection between
drugs and violence—the use of drug trafficking to fund the violence
perpetrated by terrorist groups.1

Within the context of current world events, narco-terrorism is difficult
to define. Historically, DEA has defined narco-terrorism in terms of Pablo
Escobar, the classic cocaine trafficker who used terrorist tactics against
noncombatants to further his political agenda and to protect his drug
trade. Today, however, governments find themselves faced with classic
terrorist groups that participate in, or otherwise receive funds from,
drug trafficking to further their agenda. In this respect, are
narco-terrorists actual drug traffickers who use terrorism against
civilians to advance their agenda? Or are narco-terrorists first and
foremost terrorists who happen to use drug money to further their cause?
Perhaps, the correct answer is that narco-terrorism may apply in both
situations.

DEA defines a narco-terrorist organization as an organized group that is
complicit in the activities of drug trafficking in order to further, or
fund, premeditated, politically motivated violence perpetrated against

The Pablo Escobar Example
One of the most infamous narco-terrorists was Pablo Escobar. As
leader of the Medellin cocaine cartel in Colombia, he became one of
the wealthiest and most feared men in the world. At the height of
his success, Escobar was listed in Forbes Magazine among the world¡¦s
wealthiest men. While on the surface, he was nothing more than a
street thug who became successful by trafficking in cocaine, Escobar
had political aspirations and strove to project the appearance of
legitimacy, claiming his wealth was the result of real estate
investments. He eventually ran for Congress and campaigned for
foreign policy changes that would prohibit the extradition of
Colombian citizens to the United States.
Escobar had a penchant for violence. He wreaked havoc on Colombia
while attempting to persuade the government to change its
extradition policy. Due to the numerous assassinations of
politicians, presidential candidates, Supreme Court justices, police
officers, and civilians, as well as a number of bombings culminating
in the bombing of an Avianca commercial airliner in 1989, Escobar
enraged both Colombia and the world. These actions resulted in a
massive manhunt and his death in 1993.
Escobar was a drug trafficker who used drug-related violence and
terrorism to further his own political, personal, and financial
goals. Moreover, he funded his terrorist activities with the money
obtained from his drug trafficking endeavors. He was the classic
narco-terrorist; his cause was simply himself.


Terrorist organizations use a number of sources to garner funds for their
activities, such as petty crimes, kidnap-for-ransom, charities,
sympathizers, front companies, and drug trafficking. Most of the known
terrorist organizations use several of these methods to collect funding,
while preferring particular methods to others. Drug trafficking is among
the most profitable sources. According to the Office of National Drug
Control Policy (ONDCP), Americans alone spend an estimated $64 billion on
illegal drugs annually.

Drug trafficking has always been a profitable means for criminal
organizations to further or fund their activities. The complicity of
terrorist groups in drug trafficking varies from group to group and region
to region. In the broadest sense, some terrorist groups may be involved in
all aspects of the drug trade, from cultivation, production,
transportation, and wholesale distribution to money laundering. These
groups may also provide security for drug traffickers transporting their
product through territory controlled by terrorist organizations or their
supporters. Finally, in some cases, terrorist groups or their supporters
may require a tax to be paid on illicit products, or passage through
controlled territory. No matter which form it takes, or the level of
involvement in drug trafficking, many terrorist groups are using drug
money to fund their activities and perpetrate violence against governments
and people around the world.

Afghanistan Under the Taliban

As in the case of formerly Taliban-controlled Afghanistan,
narco-terrorism was not limited to terrorist organizations.
Afghanistan is a major source country for the cultivation,
processing, and trafficking of opiates, producing over 70 percent of
the world¡¦s supply of illicit opium in 2000. Because of the
country¡¦s decimation by decades of warfare, illicit drugs have
become a major source of income. The Taliban¡¦s Afghanistan would be
an example of a state primarily funded by illicit opium production.
Through this drug income, the Taliban were able to support and
protect Osama bin Laden and the al Qaeda organization. As in this
case, drugs and terrorism frequently share a common ground of
geography, money, and violence.

Narco-Terrorism Versus Drug-Related Violence
When looking at the connection between drugs and violence, it is important
to differentiate between drug-related violence and narco-terrorism. By
definition, terrorism is premeditated, politically motivated violence
perpetrated against noncombatant targets. With drug-related violence, we
see financially motivated violence perpetrated against those who interfere
with or cross the path of a drug trafficking organization. While we see
drug-related violence on a daily basis on the streets of major cities,
narco-terrorism is, in many cases, less visible. Drug-related violence
permeates society at all levels and is visible at every stage of the drug
trade, from domestic violence to turf warfare between rival drug
trafficking gangs or groups. 2 With narco-terrorism, the acts of terror
are clearly evident, but the funding source is often well-disguised.

Evolution of Narco-Terrorism
Any region, in which illegal drugs are cultivated, transported,
distributed, or consumed, is susceptible to narco-terrorism. Throughout
the world, insurgent groups, revolutionary groups, and ideological or
spiritual groups, who use violence to promote their political mission may
use drug proceeds to fund acts of terror in furtherance of their ideology.
Leadership, cultural, political, and economic change may affect the
ideology or mission of a group. Internal divisions and splinter groups may
result, each seeking to pursue their goals via different avenues, be they
legitimate political activity, perpetuation of violence, or criminal
activity, such as drug trafficking.

History has shown that narco-terrorist organizations fall into different
categories. One category includes politically motivated groups that use
drug proceeds to support their terrorist activities; activities that will
confer legitimacy upon them within the state. These groups usually call
for a ceasefire with the government or take measures to establish a legal
political party whereby their political goals are realized through
nonviolent, legal means. Groups that fall into this category are generally
viewed with skepticism by the state. An example of a group in this
category is the Kurdistan Worker¡¦s Party (PKK).

Another category consists of groups that continually pursue their
ideological goals while participating in aspects of the drug trade; for
example, the Revolutionary Armed Forces of Colombia (Fuerzas Armadas
Revolucionarias de Colombia or FARC).

There are notable examples of narco-terrorist groups in almost every
corner of the world. Many insurgent and extremist groups are suspected of
drug trafficking involvement, such as Hezbollah and the Islamic Resistance
Movement (HAMAS) and in the tri-border region of Paraguay, Argentina, and
Brazil; Sendero Luminoso (the Shining Path) in Peru; and the Basque
Fatherland and Liberty (ETA) in Spain. The level of involvement in drug
trafficking by actual narco-terrorist groups and the evolution of the
groups and their purposes are often very different.

Kurdistan Worker¡¦s Party
The PKK in Turkey was founded in 1974. Developed as a revolutionary
socialist organization, the goal of the PKK is to establish an
independent nation of Kurdistan. In 1984, the PKK began to use
violence against Turkish security forces, gradually escalating the
level of violence to include civilians. In the early 1990s, the
group added urban terrorism to their repertoire of violent
activities.
The PKK, considered a terrorist organization by most Western
Governments, is represented in Kurdish immigrant communities
throughout the world and is particularly prevalent in Europe.
The PKK is known to benefit from drug trafficking, but the extent of
their involvement is often debated. The Government of Turkey
consistently reports that the PKK, as an organization, is
responsible for much of the illicit drug processing and trafficking
in Turkey. Turkish press reports state that the PKK produces 60 tons
of heroin per year and receives an estimated income of US$40 million
each year from drug trafficking proceeds. According to historic DEA
reporting, the PKK may receive funding from a number of illicit
means, including kidnap-for-ransom and drugs.
Reporting from the early 1990s indicated that several large drug
trafficking families were supporters or sympathizers of the PKK, and
that direct funds from their trafficking organizations were provided
to the PKK to buy supplies. However, recent changes in the structure
of the organization, due in part to the group¡¦s founder declaring a
peace initiative in 1999, have led elements of the PKK to strive for
legitimacy and possible involvement in Turkey¡¦s political process.


Revolutionary Armed Forces of Colombia
The FARC is one of Colombia¡¦s major insurgent groups. The FARC is a
pro-Communist group that wants to replace the current Colombian
Government with a leftist, anti-U.S. regime. The FARC emerged in
1964 as the military wing of the Colombian Communist Party, with the
goal of overthrowing the government and the ruling class of
Colombia. The FARC is the largest, best-trained and equipped, and
most effective insurgent group in Colombia. Over the past two
decades, the FARC has controlled large areas of Colombia¡¦s eastern
lowlands and rain forest, which are the primary coca cultivation and
cocaine processing regions in the country.
The FARC is an economically self-sufficient organization, supporting
its mission through kidnappings, extortion, bank robberies, and the
drug trade. Some FARC fronts are promoting coca cultivation,
managing cocaine processing, selling drugs for cash, and negotiating
arms deals with international drug trafficking organizations to
support their broad based weapons procurement program.
Recent DEA reporting indicates that some FARC units in southern
Colombia are directly involved in drug trafficking activities,
including controlling local cocaine base markets and selling cocaine
to international smuggling organizations. At least one FARC
front ¡§the 16th Front¡¨ has served as a cocaine source of supply for
one international drug trafficking organization.
In March 2002, the United States announced its indictment of several
FARC members. This case marks the first time that members of a known
terrorist organization have been indicted in the United States for
their drug trafficking activities, including selling cocaine in
exchange for currency, weapons, and equipment.

Despite the differences between the PKK and the FARC, both were initially
motivated to take action in furtherance of their ideological goals;the
desire for independent homelands or political thought. The drug trade and
terrorist activities were the means through which these groups furthered
their missions. Changes in leadership, politics, and economics affected
the varying outcomes; that is, movement toward political legitimacy for
the PKK, and pursuit of an ideological mission through engagement in the
drug trade by the FARC.

International Efforts Against Narco-Terrorism
There are three crucial elements to attacking narco-terrorism: law
enforcement efforts, intelligence gathering, and international
cooperation. Many terrorist groups rarely act within the borders of one
state, but tend to have a more global view in regard to their activities
and fundraising. This means that combating narco-terrorism requires a
global network of law enforcement and intelligence officials tackling this
issue wherever it appears. It is the cooperation at all levels of law
enforcement and intelligence organizations that will prevent atrocities
such as those financed by drug money in South America, Southwest Asia, and
the rest of the world.
Several international measures have been taken over the years to combat
terrorism. According to the U.S. Department of State, there are 12 major
multilateral conventions and protocols on combating terrorism.3
International efforts to combat narco-terrorism are focusing on asset
seizure and control of all funding sources used by terrorist
organizations. In 1999, the International Convention for the Suppression
of the Financing of Terrorism was adopted. It required signatories to
take steps to prevent and counteract the financing of terrorists, whether
directly or indirectly, through groups claiming to have charitable, social
or cultural goals or which also engage in such illicit activities as drug
trafficking or gun running.” Under this convention, signatories also were
required to hold those who finance terrorism to be criminally, civilly, or
administratively responsible for their acts.
In response to the incidents of September 11, 2001, the international
community is expanding their efforts to control and extinguish financing
that supports terrorism. On September 28, 2001, the United Nations
Security Council unanimously adopted an anti-terrorism resolution that
called for the suppression of terrorist group financing, and improved
international cooperation against terrorists. The resolution, identified
as Resolution 1373 (2001), requires all states to prevent and abolish the
financing of terrorism, and to criminalize the willful collection and
distribution of funds for such acts. Furthermore, the resolution created a
committee to monitor the implementation of the guidelines set forth in
this resolution. The Security Council noted, “the close connection between
international terrorism and transnational organized crime, illicit drugs,
money-laundering, illegal arms-trafficking, and illegal movement of
nuclear, chemical, biological and other potentially deadly materials,
emphasizes the need to enhance coordination of efforts on national,
sub-regional, regional and international levels to strengthen a global
response to this serious challenge and threat to international security.”
Conclusion

The events of September 11th brought new focus to an old problem,
narco-terrorism. These events have forever changed the world and
demonstrate the vulnerability to acts of terrorism of even the most
powerful nation. In attempting to combat this threat, the link between
drugs and terrorism came to the fore. Whether it is a state, such as
formerly Taliban-controlled Afghanistan, or a narco-terrorist
organization, such as the FARC, the nexus between drugs and terrorism is
evident.
Nations throughout the world are aligning to combat this scourge on
international society. The War on Terror and the War on Drugs are linked,
with agencies throughout the United States and internationally working
together as a force-multiplier in an effort to dismantle narco-terrorist
organizations. Efforts to stop the funding of these groups have focused on
drugs and the drug money used to perpetuate violence throughout the world.
International cooperative efforts between law enforcement authorities and
intelligence organizations is crucial to eliminating terrorist funding,
reducing the drug flow, and preventing another September 11th.
